I cannot enable RibbonUI in Win11

I am using Windows 11 22H2 build 22598.100.
Insider Preview.
I have the option to enable Ribbon UI in Winaero Tweaker and the
I tried adding {e2bf9676-5f8f-435c-97eb-11607a5bedf7} to the registry HKLM\SOFTWARE\Microsoft\Windows\CurrentVersion\Shell Extensions\Blocked It did not work.
Also tried OldNewExplorer and it did not work.
Is there any way to show a Windows 7 style command bar or menu bar instead?
I was able to display the menu bar in the Windows Tools window
