But how is the pane on the left created? Is it a modified shellstyle?
I've done something similar back in the XP days (I modified the shellstyle to make it look more like Webview on Windows 98)
(this is actually Windows XP)
But I didn't think something like this is possible on Windows 10/11
IF it is possible.
But if it's possible, it should also be possible to create something that looks more classic (than XP).

Can confirm, this new theme with the tasks pane works great on IoT LTSC 2021 with OldNewExplorer and SysListView32, along with the other necessary patches... I believe FindeXer was merely cosmetic. (also how would i fix the title text being black? it was white before, but suddenly changed back to black so it's not very readable...)
