Hello, I have managed to restore the classic Display Settings in Control Panel, although it doesn't work 100%, you need to open it from Run dialog. 1. Download this file, it contains display.dll, display.dll.mui and the needed .reg files from 1511 (Alternatively, take these yourself, the .reg files are ones which contain a reference to display.dll, so search for display.dll in the registry and export anything that comes up) 2. Replace display.dll and display.dll.mui with the ones from 1511 3. Import the .reg files USING AN TRUSTEDINSTALLER COMMAND PROMPT 4. Open with explorer shell:::{C555438B-3C23-4769-A71F-B6D3D9B6053A}\Settings
(Even though it's in Polish here, the file is in English in the 7z file)

I have an old registry file that has the display CLSID registry key from Windows 8.1 in order to get it to work without run dialog. It appears in the proper sections from Windows 7/8.1.

The .reg file posted here didn't work for me for some reason, it didn't show up like it was supposed to, though I've made my own workaround to get these to show up to the Control Panel (includes both Display and Screen Resolution)

Did you put the .mui to the en-us folder? This will restore the text, but it'll be in English. Alternatively you could extract the .mui from 1511 in your language

In addition, is there a means of preventing redirection to the UWP page when entering the address "desk.cpl" ?

You are supposed to move DISPLAY.DLL.MUI, not desk.cpl.mui. desk.cpl.mui only affects the desktop icon settings and the screensaver settings. 2. I'm pretty sure that you could copy desk.cpl from Windows 10 1511 or older (probably 1507 or 8.1 would be a better idea) and put it in System32. It is untested, however.

Sorry, I had confused Desk and Display. On the other hand, I will try for the old desk.cpl, thank you for the idea. I tried to change the resolution with it, it works !

Is there any way to get the old display scaling settings that doesn't have the link to the stupid metro settings app? That would be very useful for DWM off mode. You can get it by using Windows 8.1's display.dll (and its mui of course) on 1607, but it doesn't work on modern Windows versions. BTW, I'm talking about this:

Does it have anything to do with this tool : www.softpedia.com/get/Desktop-Enhancements/Other-Desktop-Enhancements/Windows-10-DPI-Fix.shtml ? Obviously, the scaling is not the same in Windows 10, and this tool restores the old scaling.

It's the control panel applet seen in the picture that I posted, not display scaling in general. The display.dll that the original post has is the one that has the link to the stupid metro settings app to scale the display instead of the proper display scaling settings. Though, if restoring that applet is impossible, then that tool might be a good alternative for people who need display scaling.

Importing this .res file into Display.dll should fix some graphical issues with the Screen Resolution page when using Classic Theme.

None of this seems to be working. Did everything right and no control panel applet and can't access it from Run dialog.

BUMP: I found out a way to replace the Display menu in right click context menu to open the legacy one. It takes you to Screen Resolution, just like in 7. You'll need to import this with TrustedInstaller rights, and come to registry, to HKEY_CLASSES_ROOT\DesktopBackground\Shell\Display\command and delete DelegateExecute (and zDelegateExecute, it's not necessary either)

For some odd reason, going to Display anywhere just redirects me to Documents Did you import the regs as TrustedInstaller, and make sure the {C555438B-3C23-4769-A71F-B6D3D9B6053A} key exists in HKEY_CLASSES_ROOT\CLSID? Also, make sure your regedit isn't 32 bit by going to HKEY_LOCAL_MACHINE\Software and seeing if there is a Wow6432Node or not. If not, then it is 32 bit and you need to fix it.
