Interesting find: in the low-color compat mode (256 color) the ribbor looks 3D and uses classic colors. Unfortunately, this compat mode only works with 32-bit programs but possibly could be turned on by Windhawk.

This tell us that the 3D look of the ribbon exists in Windows code.

With high contrast mode enabled, the ribbon uses classic colors (but is not 3D).

Unfortunately, you're mistaken. Judging from the screenshot without compat layer, this is not the default UIRibbon; it's a custom implementation.

I believe Microsoft Office at one point (idk if it still does) used 9x/2000 styled icons if you were to use High Contrast. Probably isn't of much use given iirc Office just uses it's own ribbon as well. How does 7's ribbon behave in this scenario, if it doesn't either crash or continue to use it's own baked resources?
