Windows 11 21H2 to Windows 2000/Me

Sorry for creating this thread, but i tried all the guides and nothing helps, all i'm getting is a buggy flashing mess. I installed clear licensed Win11 especially to convert it into Win2k/Me, and the result is really frustrating. Can anyone write a step-to-step guide so even a complete moron like myself will understand?
I don't aim to 1 to 1 complete recreation, my main focus is:
1) Changing all the icons to Win2k style
2) Default Win11 explorer but with Win2k design
3) Classic shells
I don't care if some apps/setting/some stuff that no one will ever use will launch with modern interface
