This mod doesn't quite give the same result as editing shellstyle.dll. It's because my mods offsets the command bar by -40 pixels by default, and your patch propably offset it by -32 or -28. You can change the offset in the mod settings to your liking.

What value do you put into shellstyle.dll? If it is -28, you do not entirely remove the command bar.
Anyway, this mod edits the resource from shellstyle.dll upon loading, so the effect should be absolutely the same if the edits are the same.

I left the default value. Now I have entered -28, and I obtain a result identical to the modification of the DLL.

This tutorial is evil incarnate. I'm happy that I and others will never have to look at it again. That said, by entering -28, the command bar disappears completely, just like -40. The difference is just the size of the bottom space.

You even can click at its buttons which have 1px shown when the value is -28 (they are visible on hover, when you put the mouse cursor at that one remaining pixel line).
In Classic theme you should use at least -32 to hide the command bar entirely or -29 to hide all its buttons:
