It doesn't as you can see in the screenshot. The screenshot is in icons view, not category view If a page or applet doesnt appear in all items view it will also not be in any category.

I've managed to get Firewall through CLSID's. Still need to get Defender.

In my mod Windows 10x8.1 Final, i have the Windows Defender applet in the Control Panel. Here are the steps i made but they should follow it: 1. Get classic Windows Defender from Software Compatibility or a real Windows 7/8.0/8.1/10* installation. 2. Get the Windows Defender's original GUID but if it fails, create a random GUID and put it in CLSID with Registry Editor. 3. Put the name, InfoTip from MsMpRes.dll (Check for the latest updates on malicious software, including viruses, spyware, and unwanted software.), System Application name, put 3 as value in System.ControlPanel.EnableInSafeMode, and put Internal in System.Software.TasksFileUrl. 4. Create a key called DefaultIcon and put the Default Value as C:\Program Files\Windows 7/8.0/8.1/10* Defender\MSASCui.exe, -1. 5. Create a key called Shell, create another key called Open in Shell and create a key called Command in Open and put the Default Value as C:\Program Files\Windows 7/8.0/8.1/10* Defender\MSASCui.exe. 6. Create a key called ShellFolder and a DWORD Value called Attributes. Keep the value in 0. 7. Go to HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Explorer\ControlPanel\NameSpace and create a key with the original Windows Defender GUID. If it fails, put the random key created. 8. You should have the Windows Defender applet at Control Panel. Enjoy! *The MSASCui.exe from Windows 10 is only from versions from 1507 to 1903. MSASCui was removed at version 1909. Attachments:

Ok, but why is this in this totally unrelated thread? edit: whoops, I didn’t see that PatrickTBP needed Windows defender in the control panel but, you can just export the reg key for Windows defender

Even if you take ownership of it or use TI permissions you will not able to edit it if defender is running. If you don't want to disable defender just for this you need to modify the registry entries and you will need to swap the defender folder from WinRE or something similar.
