Close all Explorer processes, and then import the following files as TrustedInstaller. After that, log out and back in.
After importing these files, you cannot use the Win+E shortcut. I haven't really digged into these keys to see if it can be fixed.

The problems with opening explorer.exe file and Win+E shortcut was probably fixed with 21H2to7 transformation pack.
