I've managed to restore it without OldNewExplorer, so.
Example 1:
Example 2:
To restore it on Windows 10 1903-22H2, you'll need to import this res file to shell32.dll.mun and then restart explorer: AERO.res (888.12 KB)

For it to be there with OldNewExplorer, it has to have been already implemented in the theme file. This is just taking whatever is in there and putting it in the system files yourself.

This is basically the method used back before windhawk and oldnewexplorer existed, this is more of use to a system you don't often change the theme, but it forces you to reconfigure things for any theme changes. But honestly, I don't think its that bad to be honest, you'd have to configure a lot of other stuff as well, and this wouldn't be a big deal. Nice!
