OK, so this may sound REALLY stupid because it probably is.
Does classic theme use .msstyle files? Can these be modified or are they completely locked down?

It does the startisback taskbar theme on this forum is called classic3.msstyles i never got classic theme to grouped windows with 7 taskbar tweak but it should be supported cause the other included themed themes they dress it up somehow which is my only complaint of this fine theme . www.winclassic.net/thread/280/classic-taskbar-superbar-startisback thats how close you gonna get letme know if you successfully can add dressed up grouped items like dressing up the list of grouped open folders

As of the OP's question, no it doesn't afaik. The symbols that the classic theme uses (close, maximize, minimize) is from the Marlett font.

actually the guy who created startisback started out with win7 explorer for win8 and moved on to startisback he said himself that startisback msstyle files are compatible with the win7s msstyles . What i know about classic theming is deskn.cpl its all in registry and made long before mssstyles even existed technically when we run classictheme we run nt4 ui on nt10 , nt4 never used msstyles it stores its settings in registry.

StartIsBack is third-party software. OP asked if the classic theme resources are in an msstyle.

No, the classic theme does not use msstyles at all. The StartIsBack implementation is completely unrelated to the actual classic theme, and is merely an imitation of it. If you want to know how the classic theme works, I would suggest looking into the GDI and USER (not to be confused with user accounts) components of Microsoft Windows. en.wikipedia.org/wiki/Graphics_Device_Interfaceen.wikipedia.org/wiki/Windows_USERTo briefly summarize to the best of my knowledge, GDI is responsible for things like drawing lines/curves, font rendering, and handling color palettes. USER is what actually creates UI elements, such as windows and controls. Basically, USER takes lines, colors, and fonts rendered by GDI and puts them together into windows and controls used by the classic theme. As for the files that perform these tasks, on Windows NT-based systems, gdi32.dll is responsible for GDI functions, while user32.dll is responsible for USER functions. Also, as previously mentioned, glyphs seen on caption buttons, scrollbars, etc. are found in the Marlett font (which is rendered by GDI, of course). It should also be noted that things like colors, fonts, and window metrics that are used by both GDI and USER are defined in the registry, as powerplayer pointed out. All of these components are what make up the classic theme we all know and love.
