Hello,
I am new to classic theme so I would like to know if it is actually possible to change windows theme without desk.cpl thank you in advance

Just open the .theme file from File Explorer - that will apply it, unless you've changed the default program.
...unless you mean Classic Theme Colour Schemes, in which case you'd need deskn.cpl
