Windows NT 4.0 style toolbar for Windows Explorer

Hello. I tried to make a NT 4.0 style toolbar with Quero toolbar and classic shell, it works, but sometimes it goes haywire because sometimes when a new explorer window is launched Quero toolbar moves to the top of the Classic shell toolbar. Is there any fix for this, or can someone make a Windows NT 4.0 like toolbar for Explorer, using code and not by using a few toolbars?
I do not know where i should exactly put this, if this is the incorrect board, can a mod move this to a different board?
