It is impossible to do without source code. These fake EXE's that Metro apps use are actual Win32 executables, but they're compiled against Universal Windows Platdorm libraries. This means that regardless of the changes you make, they will try to laod the UWP framework when you start them. In the case that your PC is demetrofied, this initialization will fail because the required libraries are not present. There's also a fundamental problem with the idea itself: why disable metro and then try to get a metro app working?

No that won’t work. The link you gave is for wrapping a Win32 app inside a UWP app package. The executable itself doesn’t actually change at all. You could for example convert the UWP Spotify app to the normal Win32 one just by extracting the app package. But that only works for apps that were compiled against Win32, and later converted to UWP apps. So you can’t convert UWP apps that use actual UWP components (for example, the UI) into standalone Win32 applications. They depend on UWP.

What about adding old stuff from previous windowses say windows vista desk.cpl or the non-metro win8 stuff ? i fixed most things with custom regs + handy dandy dpi changer www.softpedia.com/get/Desktop-Enhancements/Other-Desktop-Enhancements/Windows-10-DPI-Fix.shtml (use their win8 fix ) because the regs did not work they added back whatever the killed metro had in there and reactos dfesk.cpl still loads fine you can change resolution on it . But it would be nice to have some classic features on a demetrofied install

The CPL's won't get migrated by anyone because they're outdated. No one is going to go through the trouble of fixing those to fully work on modern Windows, as most people use SCT anyway so they can just use UWP settings or the SCT built-in desk CPL.

The outdated reactos cpl in my thread works for changing resolution winvista contains your deskn.cpl and much much more i cant see a reason it cant be hexedited to work with resolution monitor settings etc ....
