Classic theme without regedit and not modifying system files

Hello, This is my first post on this Forum, I wanted to know if theres a way to get the old classic theme (Windows ME Specifically) Without modifying any Regedit Values or modifying any System Files

This is the closest I could Acheive (This is using Winaero Tweaker)

EDIT: I tried to use High Contrast Themes but it messed up my StartIsBack++ Classic Taskbar
