When ever I try to make a custom theme (specifically requiring uxtheme-patchers) the theme won't actually work. I've checked many times and yes, the directory is correct, and yes, uxtheme patcher is working fine. It's just whenever I use the custom theme I made it work show any custom resources i used to replace the theme's look.

Do you use Visual Style Builder or Msstyle Editor?

Another thing I noticed is that when I edit a different custom theme made by someone else, the resources that I change does show up.

It seems important to me to determine what software the problem comes from ; Try to create a style with Windows Style Builder without modifying it with Msstyle Editor, then test the style. Also try to modify an already existing style with Msstyle Editor then try the modified style.

Well I don't think so, I just tried on both separately and it still doesn't work. I'm guessing there had to be a slight modification to be added to the visual style using something like resource hacker.

couldn't get an image but i'll try to explain what i did. I basically made a copy of the original windows 10 aero theme and then edit the name, file directory, resources, etc. and then put it in the themes file and applied it. All it did was put the theme back in the default windows 10 aero theme.
