Are the menubar and menuhilight settings useful ?

EDIT : The mystery is solved thanks to nonameneeded . It is bit 17 of UserPreferenceMask which controls the enabling/disabling of the menubar, menuhilight and possibly hottracking settings.
More precisely,
Do you need to use the menubar parameter to change the color of the menu bar, or the menu parameter is enough to change it ?
Do you need to use the menuhilight parameter to change the color of menu select items, or is the hilight parameter enough to change it ?
This comes from a discussion I had with nonameneeded (https://www.winclassic.net/thread/990/windows-classic-theme-on-1903?page=6), where I realized that there seemed to be discrepancies in the management of menu color settings depending on the systems. The problem is that I have no idea why this discrepancy.
Specifically, in my system, to change the color of menubars, I have to change the menubar parameter (which appeared with Windows XP, so is not supported by desk.cpl), while it seems that on other configurations, modifying the menu parameter changes both the color of the menus and the menu bars (in my configuration, the menu parameter only modifies the color of the menus).
The situation is similar for the menuhilight parameter (also appeared with Windows XP) for the highlight colors of selected menu items. On my configuration, I must change the menuhilight for this, and the hilight parameter for the other selected items. While on other configurations, the hilight parameter seems to change both the highlight colors of selected items AND the highlight colors of selected menu items.
