if you apply the classic theme in windows 10, you can see that the navigation bar changes and becomes like in windows 7 so is it possible to do the same but without the classic theme?

This is because Windows 7's navigation bar controls use images stored in explorer.exe (or shell32.dll; I'm not sure). Visual styles use their own controls, while the classic theme uses controls stored in the system. The solution would therefore be to create a customized visual style with the controls of the Windows 7 navigation bar.

I have already activated this option for a long time. kosfurler is talking about navigation bar buttons, not Windows 7 command bar.
