1. Copy the following files from a XP installation (x64 if you use x64 Windows) batmeter.dll powercfg.cpl 2. Rename powercfg.cpl (XP) to xppowerc.cpl 3. Rename batmeter (XP) to xpbatmet.dll 4. Open xppowerc.cpl in a hex editor 5. Replace everything that has "batmeter.dll" with "xpbatmet.dll" 6. Save it 6.1. Resource hack xppowerc.cpl and remove all the dialogs except the battery related ones (Optional) 7. Open it

No, it wasn't for a reason. The files can be extracted from a Windows XP x64 ISO. Like said in the thread. I'm sure most people do know where to get one and how to extract files. (In case they don't, use 7-zip.)

But it takes time to do all that hex editing and renaming, I understand wanting the files I usually don't provide files in fear of legal reasons/DMCAs (like what happened to the XP voices thread)

Automatic transformation packs and whatnot made people too comfortable nowadays from what I see.
