Title Bar Text Sunken In

Well, after lurking here for long enough, I finally found an issue that I can't quite solve on my own.

So, using noMeiryo to set the system fonts to W95FA and MS Sans Serif 8ptbold (https://drive.google.com/file/d/1WeYhagXv0b0ud2FGJWB8xkxsm02LYS2m/view), I end up breaking the caption buttons and other metrics. No problem, I've made a .reg file of herit's excellent metric fixes (https://www.winclassic.net/thread/701/changing-caption-button-minimise-maximise).

Now, here's my problem; when I fix the window metrics, for some odd reason, the titlebar text sinks to the bottom of the bar. I should note that it does NOT do this until the metric fixes are applied.
