Explorer help icon doesn't change

No matter what explorer help icon doesn't want to change. When I open imageres and explorer in resource hacker the Windows 7 help icon is shown as desired, but it simply doesn't show up in explorer even after clearing icon cache.

Another strange observation: in certain programs, a different set of icons show up including the desired help icon:
