Why is Windows 10 aesthetic so boring?

Windows 10 graphic design is boring, flat, sterile, too 2D and soulless (my opinion). I don't get any positive emotions from it. Styles such as Frutiger Aero and Y2K are fun, charming, pleasant & interesting to look at + more.
It would be ok if it was easy to customize the UI, but you can only really change the wallpaper and accent. The 3rd party options are also a bit confusing and only focus on certain elements. I've used about 5 of them to make my desktop look like Windows XP!
Hopefully trends go back to more 3D/skeuomorphic styles...
