I modified the welcome screen of windows 98 so now it's less prone to crash. First copy these files from windows 98 setup cd;
1-tour98.exe, tuneup.exe -> to the Windows root directory
2-default.wbm, icw.wbm, logo.wbm, ms.wbm, regwiz.wbm, tour.wbm, tuneup.wbm, welcom98.wav, weldata.exe, win.wbm -> create Application Data\Microsoft\WELCOME in windows directory and put them in WELCOME directory.
3-membg.dll, membg.htm, hhcrtl.ocx, regwiz.exe, regwizc.dll -> to the Windows\System directory. 4-Create DWORD in HKLM\SOFTWARE\WOW6432Node\Microsoft\Windows\CurrentVersion\Welcome\ICW\ with "@" name and set it's value to "1"
Finally put modified welcome.exe in windows directory and set it to run as administrator. Modified version doesn't delete windows logo at the bottom so to get rid of artifact in the picture below rename or delete logo.wbm.

Confirmed, it's still a little bit flaky, but it's a massive improvement. Kudos.
