i don't know if anything like this happened before or if its because of the toolbars (open-shell and quero toolbar) but its happening to me for some reason.
is there any way i can fix this?

Are you using Windows 11 22H2? I had this same issue, and ended up downgrading back to 21H2 as a result. A fix for this would be wonderful.

Maybe try locking toolbars ? The screenshot indicates that they are unlocked.

This is pretty easy to fix. First open folder options go the checkbox tab area and then check always show menu bar

replacing windows 11's explorerframe with windows 10 removes the navigation bar, but restores the smaller addressbar (when shrink addressbar is activated) along with menubar (though you can use Windows 11 21H1's explorerframe.dll to restore the menubar in Explorer Attachments:
