Classic Snipping Tools

Decided to restore Snipping Tools on Windows 11 (though I assume it'd work on Windows 10 aswell since that's where it came from), added/edited my own Windows 7 like icons to replace the Windows 10 ugly flat ones.
- For those who like the Timer feature
- Did not touch the higher DPI images though if requested enough, I might give it a shot
- Not responisble if anything bad happens, though nothing should really, just always take precaustion
- Place in System32
- Enjoy!
