Well, I'm late now but I want to ask anyway.
I modified some mui files for my customization and replaced the files but I don't see any changes. Does this mean modified files got reverted for some reason?

Try running mcbuilder via a command prompt.

Maybe you're saving to the wrong sub folder? Try editing both versions in SysWOW64 and System32. Otherwise, I got nothing. Sorry.

Maybe you're saving to the wrong sub folder? Try editing both versions in SysWOW64 and System32. Otherwise, I got nothing. Sorry. The desired files (shutdownux.dll.mui, shell32.dll.mui and explorerframe.dll.mui) can only be found in System32.

Are you sure you are editing the .mui in the windows locale you are using, not en-US?

You need to remove Language Pack Experience for the Japanese ver. of Windows 11 because since build 1803, it installs it in the background.
Run this on Powershell with Admin privileges: Get-AppxPackage -allusers Microsoft.LanguageExperiencePackja-JP | Remove-AppxPackage

After that, you need to go to Windows PE to delete the Windows folder inside Microsoft.LanguageExperiencePack folder in WindowsApps. Then its fully deleted. Note that this will keep the Local Experience Pack, but nonfunctional.

I think the WindowsApps folder needs to be taking full premission, because taking ownership of Microsoft.LanguageExperiencePacklang-lang_versionhere_neutral__8wekyb3d8bbwe folder and replacing it in WinPE isn't possible without taking full permission of the entire WindowsApps folder.

I decided to work on this problem after a long time. Removing local experience pack is so easy but system installs it again after removing. I need to remove it permanently.
