I'm on a desktop PC too.
But it's available.
On Win11 23H2.
However, I should maybe also mention that it was an inplace upgrade from Windows 10.

Right after i downgraded Windows 11 23h2 to 22000.1, Windows broke Mobility Center, is there a way to fix it?  |

It's because of a bug in Windows 11 21996/22000.1/22000.9 DWM. The fix is to either upgrade to 22000.51 or newer, or use BasicThemer2 on the affected programs
