Or, you know, Windows 10's Linux subsystem... >.> Considering that Windows 10 has a full linux kernel inside, AND supports apps without the requirement of an external X Server, this would be the perfect replacement for the windows shell.

Keep in mind that was last updated in 2003. 17 years ago. there should be unofficial updates to it , + the show/hide desktop could easily be added to it . Its not easy to get to work in linux as well due to how it was made , there are no plug and play installs of it and requires a buncha mods to home directiory and a few libraries to work properly . But it is interesting because if it fires up there might be a bunch of things that need to be changed just to make the whole thing work , alternatively i believe that it could be something that could be ported to the linux mode in windows and used in that free windows server core operating sysem...
