I know, this is a not-popular topic, but maybe it could a good ClassicTheme solution.
I remember, three years ago there was a artist who build a Classic Visual UI style for Windows 8.1. Everything was nearly exactly the Windows Classic Theme except the Windows titles and the tasks in the Taskbar. I know, there are many disadvantages (e. g. no old deskn.cpl), but it will work fine with explorer.exe and Modern apps. Today the old real classic theme on Windows 10 isn't very useful because many things don't work. I think next time they replace the Control panel and another Win32 programs with Modern ones.
If we could improve this solution, in my opinion a classic theme with future will be there.
