Since Steam messed with modern UI, modifications to the their new interface have not been done, and themes like the 2004 one have not been usable.
However, I have discovered one theme that is currently being worked on and updated (about 2 days ago as of me making this post). I believe this may come in handy to anyone attempting to replicate a Windows 7-esque theme, or if you just want an older version of the Steam UI for your classic theme.
This should theme your entire Steam UI, not just the library and friends list, it does include window borders- if it doesn't theme after a restart, do not worry! It should work if you follow the instructions.
