1. Download at

3. right click and select Permissions
Advanced>Change>Your computer name>Check names>OK>Check Replace owner on subcontainers and objects and Replace all child object permission entries with inheritable permission entries from this object
In the same way HKEY_CLASSES_ROOT\DesktopBackground\Shell also get permission
4. Go to downloaded Classic display folder and "1. Take Ownership Registry Files"
5. merge Add Take Ownership To Context Menu.reg
6. go to 2. Import Display Registry Files and merge Add-Display-To-Control-Panel.reg
7. go to C:\Windows\system32 and take ownership display.dll and en-US folder (this is language folders)
8. replace with display.dll and display.dll.mui under 3. Display DLL (I recommended make backup end with .old, display.dll.mui file copy under en-US folder)
9. Re-open regedit and go to HKEY_CLASSES_ROOT\DesktopBackground\Shell
10. go to display\command and delete DelegateExecute and copy command and paste to (Default)
explorer shell:::{C555438B-3C23-4769-A71F-B6D3D9B6053A} -Microsoft.Display\Settings
