I already used it in my app but with lpksetup you can only install your local downloaded language packs or uninstall installed language packs , also I have no problem with installing languages my problem is that I could not get list of installed languages , to avoid user redownload and reinstall already installed language , and also let user change windows display language from installed languages Does this link help? support.microsoft.com/en-us/windows/language-packs-for-windows-a5094319-a92d-18de-5b53-1cfc697cfca8No

Unrecoverable control panels :
Display Language Settings as part of removed UserLanguagesCpl.dll removed in Windows 10 1809 and as part of intl.cpl Removed in windows 8 (we can only restore UserLanguagesCpl.dll page just for decoration) due to lack of information about how windows store installed languages information in windows registry , we could not make an utility for it .
Set Default Programs feature (part of sud.dll) Removed in Windows 10 1709-1803 Microsoft using Hashmaps to deny users change their default apps (default browser, media player, etc.) from outside of windows settings (Powershell , Windows registry , etc.) , but still possible to make an utility to set defaults by app (something like default programs editor but with Microsoft store apps support)
Location Settings (not important control panel) (we can only restore it's page just for decoration) since it was unnecessarily control panel after windows 8 it moved to settings app's privacy category

Improvements that possible to do lines that should be changed in 101 UI file , I don't have time for it , but you can change values to find a best placement for button and remove the space View Attachment

Here are the files for Windows 7 control panel category names. Tested on Windows 10 22h2 real hardware Instruction Boot into recovery mode Open notepad and go to file-open Delete shell32.dll.mui Go to where ever you placed your file and copy it Go to en-gb in system32 or en-us I cannot remember Paste the file into en-gb or en-us Reboot into normal mode You should have windows 7 control panel categories EDIT: You can just use Iobit Unlocker then put the .mui file into system32\en-gb and restart explorer Brawllux, if you want you can include this in your pack View AttachmentI made an en-US version of this for 19044.1288 (not only are the control panel strings modified, I modified other strings here to replicate Windows 7 more)

But it doesn't always work well, because it's the old way of changing associations. Way that was perfect, but that Microsoft trashed starting with Windows Vista.
One of the big problems was the addition of the "user choice" function from Windows Vista (as we can see in FileTypeMan) which overrides the normal operation of the registry. Which often means that a correctly associated file type will not open.
Additionally, how did you port sud.dll to Windows 11 ? (as your screenshot indicates).

it is windows 10 with windows 11's official msstyle theme but I think 1703's sud.dll will work on windows 11 either
