I have recently found out that it's possible to use 1511's version of Security and Maintenance control panel Archive contains ActionCenterCPL.dll and SmartscreenSettings.exe which the CPL references It has slightly more options than newer versions of Windows It seems that all functions of it work. Tested only on 1803.

Tested only on 1803.
You should check 8.0 version of this page. It has more features than this one but very unstable unfortunately. It crashes too much.

You should check 8.0 version of this page. It has more features than this one but very unstable unfortunately. It crashes too much. I've done that after posting this (I also copied ActionCenter.dll) on 1803 and it's very stable for me. No crashes, and i can access any page. The only issue is a link that doesn't do anything (Windows Activation). So it seems newer versions broke it. Even the tray icon works fine and isn't unusually long.

UPDATE: Yes, you can fix 8.0's ActionCenter to work on Windows 10 21H2 without major issues Open ActionCenter.dll in HxD or any other hex editor and find dui70.dll. Then edit that to be dui71.dll Do the same for ActionCenterCPL.dll Replace the files with the modded ones (these are just stock unmodded 1803 DUI70.dll but renamed to dui71.dll)
Presumably it'd work for the 1511 version the original thread is about, but it's not needed when you have the 8.0 version working just fine with this patch too

I also tested with 8.0-8.1-1507-1511-1607 dui70 dlls after renaming to dui71.dll and none worked. Could it be because 1803 and newer versions are more similar?

Just noticed that I didn't to DUI71 trick. Now the page doesn't crash when i click something, but archived messages page lost its functionality after this.
Edit: Still crashes explorer when you close the window after navigating to Action Center
