Did you know that Windows 10 1507 and 1511 actually have the Windows 8.1 login still built into authui.dll, you just need to use LogonUI.exe from Windows Server 2016 build 10154 to make it use authui and not the Windows 10 login screen. The logonui you can use: files.catbox.moe/nvcgth.7zNote that it has a bug that if you lock your system, it'll say the password is invalid, even if there is no password or if you type in the correct password. A workaround is to have another user, so when you have locked your PC, you can click the back arrow and go back to the login screen, from which you can click on your user again and it will unlock fine. As for the last build to have this, it is 14273. Using it's authui.dll and authui.dll.mui in 1607 final release didn't work.

Tried with 1511 authui.dll in 10 1909;it couldn't even load old UAC dialog from there, the error I got is on the attachment. Nothing appeared on the screen, not even the mouse cursor. Sorry to revive this but what if you extract the missing code and import it into the current authui.dll? Would it work? You cannot extract code from a closed source file. Exactly th same thing I explained to you before when we talked about default programs cpl.
