I was switching some windows files with their older counterparts to see what can run and what cant run. After some time i noticed that you can swap these 2 files with their 7 counterparts to get the removed functionality back. Everything seems to be functional too. Attachments:

Something I want to note: Replacing input.dll with the Windows 7 version on a version of Windows that has the legacy Languages control panel applet will cause it to stop working. You can put just intl.cpl from Windows 7 into those versions, but the Change keyboard button will take you to Settings. Alternatively, you can rename input.dll and input.dll.mui from Windows 7 to input.cpl and input.cpl.mui and you'll have the Windows 7 keyboard layout switcher as a new Control Panel entry.
Edit: I found out how to make them co-exist Firstly, you put input.dll and input.dll.mui as input.cpl and input.cpl.mui (other names may work but i only tested with that one) Then, you open Windows 7's intl.cpl in HxD, and search for input.dll, set the search mode to UTF-16 Replace the "dll" in what you find with "cpl", then save it And you should have the two co-existing.

Amazing find. I wished old language panel worked after 1803,i exported every reg mentioning the dll and its GUIDs needed for elevation and shell extension. Nothing happens unfortunately.
