Notification Area Icons control panel - fix "wona€™t" bug

If you used the classic Notification Area Icons control panel, you might've noticed it that instead of "won't", it will say "wona€™t". From what I've seen, this only occurs on the en-US locale. Also, i found out that it only occurs on versions 1703 and up.
The fix is actually pretty simple. Open taskbarcpl.dll.mui and change the following highlighted area to just '
