Getting Logged Out When Switching User

When logged into my main user account and have the classic theme enabled I can't switch user then come back I just get logged out.
I then have to log in again for everything to start up and stuff.
Currently running Server 2016 1607.
Things I've noticed relating to this:
It once eventually went away, not sure how. (since reinstalled)
The administrator account is unaffected.
Even when disabling DWM via image execution options it's still there, but crashes only when moving the mouse.
