Pre-1809 styled colored window borders/frames?

in 1709 windows had your accent color always as the border (as seen on left image) on 1809 and later its always gray or no border at all unless you enable the colored titlebar option (which tints the whole titlebar too, and not just the borders)

is this possible to do on 1809 and later somehow? or maybe a mod that does it for windhawk?
