You can do that in Settings app. Or with TBConfig.exe (from torto), or with ExplorerPatcher.

Where is it? In what program? You can do that in Settings app. There is no such thing in Settings (it seems).

There is no such thing in Settings (it seems). You can also set this in ExplorerPatcher, Taskbar section, Combine taskbar icons on primary taskbar parameter set to Always combine.

The Settings app does not have this option. In my opinion, the icons simply do not fit into the buttons.

There is also an issue with icons disappearing when hovering over buttons with the mouse. But without the spacing between the icons, the icons fit perfectly into the buttons, and do not disappear.

I didn't really pay much attention about Windows 11 since I have Windows 10 on my main system. Apologize for confusion.

Try turning on "Customize Taskbar" and set the taskbar look to "Opaque" in Open Shell's settings, that fixed the black parts on my taskbar

Rollback the update and disable Windows Update I wonder if it's possible to come up with a fix because otherwise it would mean that the taskbar fix will no longer work in the future.

That has been resolved for a bit now, Microsoft took down the symbol servers temporarily to do maintenance.
