Process Explorer is more efficient than Google in this type of case.

Where are the User Accounts Control panel files stored There seems to be an EXE and a DLL :
C:\Windows\System32\UserAccountControlSettings.exe C:\Windows\System32\UserAccountControlSettings.dll
The DLL's MUI file is stored in the subfolder corresponding to your language.
Thats UAC Settings, the User Accounts panel is usercpl.dll

Process Explorer is more efficient than Google in this type of case. Googling is a lot easier for novice users.
