Things are getting a bit weird. It worked before, so I renamed the 10 one back, worked. Brought back the 7 one and now it's not working. I did regsvr32 and it worked before. I am very confused here...

Holy s### it worked... No way, just do the replacement and do regsvr32. Maybe do control.exe replacement to be sure What? What did you use for usercpl and HOW did you get it working?

Now it just says "the page failed to load", the good news though is that we may not have to use registry stuff, since they open the correct tabs from hyperlinks, but all say "The page failed to load". It's still promising as it worked at first.

The dll does not contain any registry entries inside. The reason the page loaded once is probably because windows already loaded 10 dll into the memory and was pulling stuff from there. When you restarted explorer it finally loaded the 7 dll, which does not work even on Windows 8 betas.

Regsvr32 has been performed with no luck.
