It is possible to get the Windows 7 Ease of Access dialog on Windows 10 (and presumably 8.x). The files included will only work on en-US locale! If you want to use another locale, get a Windows 7 ISO or VM of that language, and grab Utilman.exe.mui (and dui70.dll.mui if needed) from it. Then you can follow these steps with that file.

1. If you have not already, put the Windows 7 dui70.dll (and its MUI) into System32 as dui71.dll(.mui). These files are included in the above link. 2. Take ownership of Utilman.exe and Utilman.exe.mui, rename them, and put in their place the included files (or your own MUI if locale is not en-US). 3. Press CTRL+ALT+DEL, click the accessibility icon, and see that the dialog is the Windows 7 version! Preview:
