How to make GIFs to be non-static when set as desktop wallpaper? Wallpaper engine won't work because it take many resources

sorry but I don't think you can set gif as wallpaper only if you run on 9x or windows xp i guess? but according to Google: "Windows theoretically supports setting GIF as desktop wallpaper, but this feature was removed in versions of Windows after Windows 7. One reason for this might be that setting GIF as desktop wallpaper can impact system performance, causing the computer to run slower or experience lag." sorry

I think they are static because in Windows Vista active desktop was removed
