I found the way to get the Windows 8 CP Colors Page on Windows 10. Here's the way:
1. Get the Windows 8 themecpl.dll
2. Open themecpl.dll and find the colors bitmap
3. Add the colors bitmap to the Windows 10 themecpl.dll.mun
4. Open the registry editor and find HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Control Panel\Glass Colorization\Swatches
5. Change the color values to the Windows 8 bitmap color values
6. Close regedit.
7. All ready!
