(SOLVED)
I tried to change them using resource hacker, but nothing changes in the OS itself, but in resource hacker the changes are visible. My locale is ru-RU and it seems like everything works with the English locale for people

like this: Get-AppxPackage -allusers Microsoft.LanguageExperiencePackru-RU | Remove-AppxPackage
