Not much of use, but if you grab control.exe from a 7 SP1 iso, and rename the windows 10 control.exe to old after taking ownership, place in the 7 control.exe it works like a charm.
I don't know if this means anything, since it changes nothing for me but it could lead to something. Just needs the right research which I cannot do
No MUI needed, since there isn't one.

control.exe is just a Control Panel launcher. Actually you can run any older versions of control.exe on any newer Windows.
