After a little bit of research, I found out Welcome Center on Vista is tied to the oobefldr.dll file, but upon porting that file over to Windows 10 and trying to run it, nothing happened. Anyone knows how to potentially restore Welcome Center, or if it depends on other files beside that? The error says something like: There was a problem starting oobefldr.dll. A dynamic link library (DLL) initialization routine failed.

It can be only restored on Windows Sever 2008 well yeah, because windows server 2008 is based on vista

well yeah, because windows server 2008 is based on vista so as restoring Performance Information and Tools CPL, Security Center CPL, Windows SideShow, and Windows Defender to Server 2008 (maybe). Those are just client features, they will work on Server 2008.

There are a few pre-requisite registry entries to get Windows to recognize the DLL and load it.
With that done, and then some initial hex editing tests with a renamed Win7 DLL (and wrp64 as replacement for ole32 as I couldn't find another way to get it to work otherwise), I got this far: I figured out that the panel itself was loading, but something in the DUIXML was failing to load, so I commented out the custom element "UserOobePreviewModule" then lo and behold, it loaded, albeit without the important text at the top: Perhaps someone way better versed in DUIXML/Windows internals could make it work fully.

Great,mind sending over the dlls? I want to take a look at this myself. This requires the wrp64.dll from explorer7. This is extremely hacky; there's certainly a better way to get it to load, but it "works". One major bug is that Firefox crashes when saving or opening a file when wrp64.dll is loaded by oobefldr, so don't leave it in system32 after you're done.
