Classic Theme works nicely on non-HiDPI configurations, with a HiDPI configuration not everything scales well. For example the refresh and back/forward buttons are showing its original 100% scale:
This also applies to unthemed Explorer windows. It doesn't apply to programs that use GDI DPI scaling for their open/save browse dialogs (parts will be partially pixelated) or applications that are configured to be DPI unaware where it's scaled up but will be pixelated.
Here's a dialog with GDPI scaling from a program configured to use it:
Notice the 3D borders around elements are similar to what it looks at 100% scaling compared to the one above where it's thinner. The Quick access text is upscaled along with the refresh and back/forward buttons where you can notice the upscaled pixels.
