Open Run and type in Control Desktop it works for me

That's because ApplicationFrameHost started on your PC before the ThemeSection handle was closed. If you want to use any Metro app, just launch "ms-settings:" before ClassicTheme. You can create a simple .bat that starts both and add it to Task Scheduler.
