I messed up royally. I accidentally installed the version of the classic theme from back on LenovoBoards, though I'm not sure that's what caused the issue.
Essentially, the entire shell seems to be restarting itself constantly. I only made it to Chrome because I could get to the task manager through ctrl_alt_delete. Hell, typing this is immediately interrupted if I don't type quick without stopping.
Here's what I know. I also have Classic Start Menu installed and I get the impression that that's part of the problem. If I end ClassicStartMenu.exe it sometimes halts this behavior for a few seconds. If I manage to also halt ShellExperienceHost.exe it seems to stop for longer, but within a few seconds it starts right back up again. In the meantime the taskbar has reverted back to black but I imagine that's because the startup process never entirely finishes. As I understand it I should be able to uninstall Classic Theme by running the exe again, but I can't actually get into explorer for long enough to do so. Somehow the exe was deleted from the unzipped folder which complicates things further, that shouldn't be much of an issue though.
I know that I *can* access file explorer sometimes, because upon my first reboot it was right there immediately, but I was still incapable of simply unextracting the exe again so that I could run it.
Any ideas on how to get enough control back to (possibly) revert this?

Try to boot to Safe Mode, open regedit, navigate to HKEY_CURRENT_USER\SOFTWARE\Microsoft\Windows NT\CurrentVersion\winlogon and delete the "Shell" value. You also might be able to open regedit and do the same thing if you're able to open Task Manager outside of Safe Mode.
