No, it has nothing to do with startisback, it requires original files from Win7.

I know but the developer of win7explorer for win8 he moved on to startisback just saying that win7forw8 tweak is made by the startisback creator and it wont work in final win8 or win 8.1 you gotta mail him for an update |

Impossible, since the reason why windows 7 explorer could work in Windows 8.0 is because it wasn't any more different, 8.1 and 10 had so much changes to the explorer so it's not possible.
Fun fact is that the Metro Start Screen was available for Windows 10 build 10240 as a hack, but in the later builds it doesn't exist

not entirely impossible somebody need to make a wrapper translating the win7 explorer systemcalls , the guy who can do that is win98lite creator he made the win95 shell run on win98

Just use StartIsBack if you want the windows 7 taskbar + start menu |

not so minor microsoft just make their shell32.dll and explorer.exe incompatible on purpose w95 on w98 was a big hacking project back in the day i use startisback with classic3 and classicshell for real 1 row startmenu since startisback provide you with the crappy 2 row startmenu .
Too bad nobody hacks explorer from win7 to work on 10 with themes and all now that would be awesome.
